The government believes that everyone should have the opportunity of a decent home. Poor quality housing can have an impact on the health of the occupants and on the quality of life in an area.

Local authorities have extensive powers to intervene where they consider housing conditions in the private sector to be unacceptable. With the introduction of the Regulatory Reform (Housing Assistance)(England and Wales) Order 2002, local authorities have a much greater degree of flexibility in devising a policy to deal with poor housing conditions.

It therefore provides a major opportunity for local authorities to reach Governments targets in dealing with poverty, social exclusion, health inequalities and neighbourhood decline.
