Dwellings with efficient heating and ventilation systems allied to good insulation measures require less fuel to maintain comfort levels and offer more affordable warmth to consumers. Improved energy efficiency also leads to reduced carbon dioxide emissions as required to meet the national and international targets designed to avoid climate change.

Energy efficiency is an important aspect of a number of strategy areas for local authorities, including the Home Energy Conservation Act, Local Agenda 21, Decent Homes and Tackling Fuel Poverty. House condition surveys provide an opportunity to review the energy efficiency of the housing stock to support the development and review of these strategies.

Since 2000, local authorities have also been required to report on initiatives to tackle fuel poverty in their area and are being encouraged to develop ‘affordable warmth’ strategies to achieve this.
